As Chief Executive Officer, Fr Joe Caddy reports to the Board and is responsible for overseeing strategic planning, research and resource development, in addition to management of the organisation as an instrumentality of the Catholic Archdiocese of Melbourne. He has a strong background in community service governance and social policy development. He is currently the Chair of Catholic Welfare Australia, the national peak body of Catholic community service providers, and Centacare Australia Ltd the organisation responsible for the delivery of community service programs on behalf of the national network of Catholic service providers. In addition, Fr Joe is a chaplain to the men’s maximum security prisons in Melbourne. From 1991-1993 he lived in Rome where he completed a Licentiate in Social Sciences at the Gregorian University. He has a great interest in matters of social justice and poverty and advocates regularly for policies and programs to ensure stronger families and communities. Since 2003 Fr Joe has been co-convener with Rhonda Galbally of the highly successful annual conference Communities in Control. He is also a member of the Ministerial Advisory Committee for Victorian Communities.
Philip Cornish, Director Community Services (Appointed July 2007)
In July 2007, Philip Cornish was appointed Director of Community Services, a newly created position aimed at managing Centacare’s expansion in the community services sector. Philip moved to Melbourne in 1985 after graduating from the University of Western Australia with a B Soc Wk and a B Psych. Philip has a number of years of experience in the health sector and held several management positions. Previous roles include working as the Executive Director of Operations Royal Rehabilitation Centre Sydney, Director of Community and Ambulatory Services Caulfield General Medical Centre, and Manager of Social Work and Primary Health Liaison at the Austin and Repatriation Centre. Philip also has an MBA and a Post Grad Cert in Health Law. He is an Associate Fellow of the Australian College of Health Service Executives and a member of the Australian Association of Social Workers.
Tony Newton, Director Corporate Services (Appointed March 2008)
Tony Newton was appointed Director Corporate Services in March 2008. Over the previous 10 years, Tony has been employed in similar positions in the NGO sector. For the past seven years, he was Director Corporate Services, Diabetes Australia – Victoria. Prior to that, Tony worked in local government holding positions including Director Corporate Services, Shire of Bulla at Sunbury, Shire Secretary, Shire of Ballan, Deputy Shire Secretary, Shire of Hampden and Assistant Town Clerk, City of Colac. Tony has business qualifications from RMIT and post-graduate management qualifications from Melbourne Business School, The University of Melbourne. Tony has a keen interest in social justice and a commitment towards organisational quality improvement.
Julie Harrison, Director Counselling and Family Services (Appointed November 2005)
Julie Harrison was appointed in November 2005 as the Director for Community and Family Services. In light of Centacare’s expansion Julie’s role was changed to Director of Family Services, allowing her to focus on Centacare’s rapidly expanding Family and Relationship Services program. Prior to her appointment with Centacare, she held senior management positions in the children’s and family services field in both local government and the community sector. Julie initially graduated with a combined Social Work and Arts Degree from Monash University and more recently, she completed a Masters degree in Human Services Management at the University of Melbourne.
Ralph Roath, Director Development and Fundraising (Appointed July 2007)
Ralph Roath was appointed Director of Development and Fundraising in July 2007. This position was new, with the aim of increasing Centacare’s funding opportunities with trusts and through corporate sponsorship, in addition to overseeing public affairs and marketing for the organisation. Ralph emigrated from Wales in 1977 to work for Ford Motor Company as a Computer Systems Project Manager. Several years later, Ralph made a quantum career move to become an ordained Anglican minister and had parishes in Glen Waverley and the Dandenongs. He became the National Director of Evangelism Explosion in the late 70’s, based in Wollongong, before changing direction once more to work in the welfare sector. Ralph has held senior management fundraising and development positions in a number of major not for profit agencies, including 7 years as Director of his own fundraising consultancy. He is a regular speaker at National Fundraising Conferences. Ralph has tertiary qualifications in management, business studies, computer science, theology and fundraising.
Frank holds a Science Degree from the University of NSW in Sydney. He worked primarily in the fast moving consumer goods industry based in Australia, New Zealand and the UK. Former CEO of Cadbury Schweppes Australia Ltd., then head of Cadbury Schweppes global beverage operations, he is a fellow of the Institute of Directors (UK) and the Australian Institute of Directors. Until recently, Frank was Chairman of the Fosters Group Ltd., a Director of the Commonwealth Bank and National Foods. Frank has served on School/other Boards at CLC Eltham, Whitefriars College and Our Lady of the Pines, Donvale. Married to Helen, Frank has four children and lives in Donvale.
Fr Kevin has had extensive involvement nationally and locally in the governance and management of the Church's social welfare responses. For more than fifteen years he was a member of the Australian Catholic Social Justice Council, an advisory body to the Australian Catholic bishops. He founded the State Catholic community service peak Catholic Social Services Victoria. Until 2007 Fr Kevin was the Episcopal Vicar for Social Welfare in the Archdiocese of Melbourne. With qualifications in social work and criminology he worked for a number of years in Victoria's juvenile justice system before becoming rector of Corpus Christi College seminary where he was responsible for the formation of students for the priesthood. Kevin is currently the parish Priest of St Macartin’s Mornington, moving there from North Ringwood in 2003. In 2004 Kevin was appointed a Member in the Order of Australia.
Prof. Joe Remenyi (Appointed to the Board May 1996)
Joe Remenyi is currently Visiting Professor, China Agriculture University, and Director of Research, International Poverty Reduction Centre in China, positions that he recently assumed after retiring from Deakin University in July 2006. Joe was the founding Director of International and Community Development at Deakin, where he spent 28 years. He is an agricultural economist, but has worked in community and rural development and poverty projects in many countries, including China since 1991. Joe is the author of many books and published articles, including Where Credit is Due (ITP, London, 1991), and Microfinance for Poverty Alleviation (Pinter, London, 2000).
Fr Kevin is Parish Priest of St. Mary’s in Geelong and is noted for his dedication to community involvement in his parish life. Ordained in 1969, he has worked in parishes throughout his life as a priest – in East Bentleigh and Altona as Assistant Priest, parish Priest in Mitcham for nearly 17 years, and since April 2001 has been a parish Priest in Geelong. He was also the Director of Vocations (1974–1980) and State Director of the Papal Visit (1986). He has and continues to be greatly interested in bringing the Church to the people in community activities, shopping centres, and through the media. Fr Kevin has been a Deanery Co-ordinator since the Deanery structure commenced in 1989 – in Maroondah (1989–2001), and Geelong (2001 to the present). He believes in the value of parishes and other church groups working together, and in 1992 founded the Combined Catholic Parishes Raffle, and Group Purchasing for Catholic Communities, both of which are still working effectively.
Dr Ruth Webber is Director of “Quality of Life and Social Justice” Flagship Program within the School of Arts and Sciences at the Australian Catholic University, (ACU). Ruth has degrees in psychology, education and sociology. She is one of two academics awarded a National Teaching Fellowship in 1997 enabling her to study field work education in UK, USA and Canada for 6 months. Her research is focussed on stepfamilies and ‘at risk’ young people. Her work has been published in a range of areas including youth spirituality, family breakdown, stepfamilies, youth violence, substance abuse and social policy. Her present research is on youth spirituality in conjunction with Dr Michael Mason, Andrew Singleton and Philip Hughes for the Christian Research Association. She is a follower of the Anglican faith.
Richard is a Fellow, Australian Institute of Finance and Associate, Australian Institute of Company Directors. He was a banker with Westpac Banking Corporation for some 35 years based in Australia and the UK. In 1994, Richard joined KPMG and became Head of Corporate Governance. Richard has expertise in all aspects of Corporate Governance practice, and was responsible for the KPMG publication for business leaders Toolkit for the Company Director – the Essential Guide. In 2002, he decided to dedicate more time to community service, becoming Associate Director on the Advisory Services Board for the Australian Red Cross, while he continued to work at KPMG part-time. Richard is very active in the community and is currently President, Friends of Mary of the Cross; Member, St Vincent's Hospital Ethics Committee and Knight of Equestrian Order of the Holy Sepulchre of Jerusalem. He only recently retired after six years as Chairman, Australian Red Cross, Victoria and Board Member, Australian Red Cross. He was also a Past President, Rotary Club of Central Melbourne - Sunrise and for ten years was on the Board of the Christian Brother's Foundation. He enjoys all sports, is married to Veronica and they have two adult sons and is grandfather to two grandchildren.

Jane is a member of the Institute of Company Directors, the Institute of Chartered Accountants and the Institute of Internal Auditors-Australia. She has a Bachelor of Business from RMIT, an MBA from Melbourne University and is a Williamson Community Leadership Fellow. Prior to 1999, Jane was a partner at Price Waterhouse Coopers specialising in the financial services sector, charged with performing both internal and external audits. Her current appointments include Chairman of Netwealth Investments Limited and a Director of Run Ltd, Macarthur Cook Ltd, Workcover South Australia, LCM Healthcare and Leadership Victoria. She held previous appointments as Chairman of Australian Alpine Enterprises and Deputy Chairman Bayside Health Services, as well as a Director of a number of other enterprises. Married to Paul, Jane has two children, Ian and Robert and lives in Brighton.
David Huggins is Assistant Director Student Services with the Catholic Education Office in Melbourne. He is responsible for policy, strategic advice, budgets and service delivery in relation to Catholic Education Commission of Victoria to school populations. Mr Huggins is also responsible for the management of a multidisciplinary team of professional staff providing services to schools in the areas of additional learning needs of students, Indigenous education, English as a Second Language for New Arrivals and State Government strategic target groups. He holds directorships with the Royal Children’s Hospital Education Institute, Royal Children’s Hospital Foundation, Oz Child Australia and Catholic School Boards. David is married to Sabina and has three children.
James is the founding Director of The Agenda Group, a Melbourne-based public policy and communications consultancy. He provides clients from the private, public and not for profit sectors with policy development, political analysis and government relations, strategic counsel and communications planning and implementation services.
He has previously worked for a range of senior politicians in both Government and Opposition.
James has a Master of Arts (Prof. Communication) from Deakin University, as well as a Grad. Dip. in Public Relations, and is a member of the Public Relations Institute of Australia. He is married to Rachel and has two little boys.
